U.T.C. dress rehearsal

The first responders were called to the beach in Sunny Isles where early morning surf-walkers found a washed up U.T.C. (unidentified tin can) labeled,
"If found, contact U.S. military immediately."
Turns out it was a dud 'phosphorus flare'. Everything went according to plan.
